Description of ErrorWindows error code 100 occurs due to the Default Process permissions that have been changed through the Dcomcnfg.exe tool. The system describes that the semaphore slots are all used. No system semaphore can be used unless one of the ports becomes available. If the Access Permissions list is empty, the interactive and the system accounts will have implicit access rights. If a group or a user is added on the list, the implicit rights will no longer apply and the explicitly listed will have their rights. The change in behavior is from the Microsoft Windows NT 4.0. The interactive and system accounts maintain the access rights though they are not explicitly listed.

THE PROBLEMThe problems may contain the ignored hyperlink Web page activation when clicked. The drag and drop function will not work. The Search wizard in the Edit menu will also not work in the Microsoft Internet Explorer (or it only may work only once). Printing is not available in Internet Explorer and Outlook HTML messages. Windows Update is also disabled.Errors on your system may be caused by invalid registry entries and outdated or corrupt drivers.

THE SOLUTIONTo resolve the problem, users must retry the process at a later time. The dcomcnfg must be reconfigured in the Default Access Permissions Box in the Default Security found when typed in the Run tab. The missing commands must be added in the List Names From box. By clicking the missing account, it can be available by clicking the Add tab then click Ok.
